Call the Meeting to Order (Corey Mathisen)

Meeting called to order by Past President Corey Mathisen at 4:34 PM.

Review & Approve Agenda (Corey Mathisen)

Blake adds update on Insurance bargaining. Carroll moves to approve the agenda, Brandon seconds. Motion carries.

Secretary’s Report – Review & Approve Past Minutes (Benton Campbell)

  1. November 27, 2023, Minutes
    • Dana proposes an edit to clarify Corey Mathisen’s motion from 11/27 that MGEC and MAPD need to discuss the separate nature of the organizations. Mike Rude moves to approve the minutes as edited. Blake Nelson seconds. Motion Carries.

President’s Report (Corey Mathisen filled in for Dan)

  1. Welcome to newly elected board members (Wes Leksell, Bruce Henningsgaard, Jared DeMaster). Bruce and Wes spoke of their excitement to get involved and become members.
  2. Teller Committee: Mark TI spoke, thanked Donna Blackwell for her work. The Committee approved the contract vote and notification was sent out to membership. Reviewed the balloting numbers.

Executive Director’s Report (Dana Wheeler)

  1. Staffing Leave Levels
    • Reviewed
  2. State Policy #E1423 (Appropriate Use of Electronic Communication and Information Technology)
    • Discussed updates
  3. Administrative Procedure 15.6 (affects exceptions to general requirements for transfers, demotions, and promotions) – MGEC response to changes.
    • Employer proposed clarifying changes.
  4. Data Request Response
    • # of vacancies for all classifications including trainees
    • Ability to hire employees with experience
    • Compensation at which people are started if licensed
  5. Thanks to Mary Loeffler & Dan Sullivan for their service.
  6. Comparative Dues Information
    • Reviewed dues paid by other unions.
  7. Contract Vote results
    • Discussed votes cast by agency.

Treasurer’s Report (Dana Wheeler)

  1. Report sent out on Sunday. Brandon Nelson asks about the deficit and why that is happening. Per Dana Wheeler, added another staff position, have reserve, haven’t change dues in some time, seeking input during transition.

    • Contract Vote Announcement Communication, the next MGEC Newsletter
    • Constitution, By-Laws and Policies: Tabled for January, Committee is still working on these proposals. Properly before Executive Committee.

  2. December member update to go out later this month
  3. New hires, retirees, outstanding list of recent potential members.
